It’s officially titled the "Thailand Open Chess Championship 2009", the 9th BCC Open will be held at the beautiful Aisawan Resort and Spa in quiet Wongamart Beach, only 2km from the famous Pattaya Beach, on 1-6th April 2009.
The title sponsor is the Thailand Chess Association. With a prize fund of 400,000 Baht (about US$12,000), more than double that of previous years, and a top prize of approximately € 2,000 Euros, the tournament is sure to attract even more high-ranked players than before. It is also the ideal companion tournament for Australia’s Doeberl Cup starting on the 9th of April. Players from 34 countries have already registered, and more than 10 Grandmasters including a back-in-form Nigel Short (ELO 2663).

* This is an individual tournament, open to all players.
* There are two groups of play: Open category for all players, and Challenger category for players rated below 2100 or unrated (ratings based on FIDE or Thai ELO ratings - other national ratings will be validated by the organizer). When registering, players must indicate in which group they wish to play.
* FIDE (International Chess Federation) rules and regulations shall apply. Results will be sent for FIDE rating calculations.
* Both groups will be played using the Swiss System, with 9 rounds for BCC Open, and 7 rounds for BCC Challenger. For the pairings, a Swiss Manager program will be used.
* The matches shall be conducted according to the schedule, which will be made known to the respective players before the start of the tournament.
* Each player is accorded with a time control of 90 minutes plus 30 seconds per move.
* Five minutes before the games start, the Chief Arbiter shall make the announcement accordingly. If any player is not present within an hour after the game is started, he shall lose by default.
* FIDE regulations apply for mobile phones, which must be switched off during playing times. Penalty is automatic loss of game.
* Officials and players should be smartly attired at all times while in the playing hall.

RULES & REGULATIONS
The Championship will be played in accordance with the following rules and regulations:
1.1 Each Federation from FIDE Zones 3.1, 3.2, 3.3, 3.4, 3.5 and 3.6 can enter one official player in the Open and Women’s Division or a total of two (2) players.
1.2 In addition, each Federation may send extra players rated 2300 and above for the Open and 2000 & above for Women based on the April 2009 FIDE Rating List. Extra players will be responsible for the payment of their board and lodging at the official hotel. Exceptions for the rating minimum may be made by the Continental President on request of developing federations.

Entry shall be submitted by the national federation in the attached registration form on or before April 12, 2009 together with payment of the entry fees. Late entries will be accepted till April 30, 2009 with a late fee of US $50.
A digital ID photo of each player should be sent by email to the Organizing Committee.
Each participant must pay US$100 to the organizers for accreditation, internal transportation and other local organizational expenses.
Upon registration, each player shall pay to the Asian Chess Federation through the National Chess Federation of the Philippines the entry fee of $150 on account of the participants as outlined in theAsian Chess Federation Financial Regulations.
Entries are not confirmed unless Registration and Entry fees are received by the National Chess Federation of the Philippines before the deadline.
In accordance with FIDE Regulations, air travel expenses shall be borne by the participating Federations.
The official players from each National Federation will be provided with board & lodging from noon of May 12 to noon of May 24. Participants will be accommodated in twin-shared bedrooms (2 people per room). For single rooms (subject to availability) players must pay additionally per day.
Each extra player/accompanying person should pay for their accommodation. All players and accompanying persons should stay at the official hotel, players not residing in the official hotel will not be allowed to participate. Hotel payments for all extra players and accompanying persons should be made in advance to the Organizing Committee upon arrival in Olongapo City.
The tournament shall be conducted as a Swiss System competition of 11 rounds and will be played according to FIDE regulations. The time control is 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one. The games shall be played with DGT clocks.
The prize fund of the Championship is US$50,000 for the Open and US$15,000 for Women from FIDE and the National Chess Federation of the Philippines.
The Chief Arbiter, his Deputy and Assistants will be appointed by the Asian Chess Federation President, Sheikh Sultan bin Khalifah Al Nahyan
An Appeals Committee shall be constituted before the beginning of the tournament as stipulated in the FIDE regulations. The deposit fee will be US$100 for each protest refundable if the protest is upheld.
If at the end of the tournament two or more players are tied, the tie shall be broken by the following tiebreak system:
After eliminating, the two unrated/lowest rated opponents, where the players involved have all played only against rated opponents remaining, find the sum of opponent ratings. The highest total wins. If still tied, eliminate the next lowest rated opponent(s) until a decision is possible. If the tie remains unbroken, decide by lot.
If after eliminating two unrated opponents, the players involved have not all played only against rated opponents remaining, apply the sum of progressive scores. The highest total wins. If still tied, deduct the first round score, and if necessary the second round and so on. If the tie remains unbroken, decide by lot.
Entry visa will be issued by the Philippine consulates in the respective countries. Participants from countries which do not have Philippine consulates may contact the National Chess Federation of thePhilippines for assistance at least 45 days in advance
14. PAYMENTS
All payments due to the Organizers on account of registration fee and hotel accommodation expenses must be paid in advance to the credit of National Chess Federation of the Philippines with proof thereof (bank transfer certificate) must be sent along with the registration forms.

Participation/Eligibility
The Commonwealth Championships 2009 will be one tournament combining Open, Women, Open (U-20) and Girls (U-20), and each Commonwealth nation is entitled to one official entry in each of these categories.
In addition, U-16, U-14, U12, U-10, and U-8 championship medals (Gold, Silver and Bronze) for both Open and Girls will also be awarded.
All official entries will be provided full board and lodging. Additional entries will have to pay entry fees as per the schedule and stay in official hotels (inclusive of meals) at the rates provided below:

Regulations:
The Masterskill Commonwealth Chess Championships will be played over 9 rounds, and the FIDE Swiss System will be used (as paired using Swiss Manager), and the FIDE Laws of Chess will apply.
Prizes will be shared with those finishing on equal points and the tie break system to be used to determine the final positions will be announced before the start of play.
Zero start will be strictly observed and the time control will be 90 minutes for the whole game with 30 second time increments beginning from the first move.

Do note that all entries will need to be completed (see attached form below) and submitted together with a deposit of USD 100 and will close on 1 June 2009.
